民主進步黨副總統候選人陳建仁今（20）日應洪山川總主教邀請，與夫人羅鳳蘋一同參加聖多福堂主日彌撒並致詞，表達對國際移工的重視。彌撒由洪山川總主教主祭，教友多是離鄉背景來台工作的外籍移工或外籍配偶，彌撒結束後陳建仁受邀上台向大家發表談話。陳建仁向教友們問好，同時感謝移工們對台灣的貢獻，他表示民進黨若執政將會通盤檢視國際移工政策，提高移工的工作保障、改善勞動條件，他也重申民進黨的新移民政策，表示未來將放寬學歷認證、強化社福保障及母語教學，也預祝大家聖誕節及新年快樂，致詞結束，多福堂內的教友們也興奮的排隊與陳建仁合影留念。
陳建仁於彌撒前接受媒體訪問，媒體詢問為何今天選擇來聖多福教堂，陳建仁表示，對台灣而言，移工與外籍移民是很重要的多元文化貢獻者，今天他應洪山川總主教邀請來聖多福堂，就是要來感謝這些移工們對台灣長照提供的服務。陳建仁說，長期照顧除了家居照顧外也包含機構性的照顧。陳建仁也特別對前陣子比喻對手的長照政策裡所提的機構性照顧像是麻瘋病院一樣，引起部分家屬和長輩的疑慮和不悅，對此他願意向他們道歉。陳建仁強調，長照機構的志工與服務者都像加爾各答的德蕾莎修女或者樂生療養院的丁德貞修女一樣，都是老人的健康守護神，他要跟他們致上最高的敬意。
媒體指出蔡主席希望在新民意結果出來前，國民黨應先凍結黨產，不過朱主席回應國民黨黨產都是合法的。陳建仁表示，這件事情人民自有他的看法，但是他也建議國民黨應該停止黨產的處分。他指出，人民對於國民黨選擇在這陣子處理黨產確實有很高的疑慮，在政黨法以及不當黨產處理的相關法規完成以前，不要引起人民的疑慮是最好的選擇，以免人民以為處理黨產是要用做選舉，或者規避人民的監督。另外媒體提到郭台銘建議經濟政見應該要訂出硬指標，陳建仁回應，硬指標的訂定是郭台銘先生的期望，不過政策最重要的是向人民好好說明。他說，只有指標、口號，但沒有很好的對策，最後也只是一張空頭支票。陳建仁表示，競選口號不重要，重要的是政策辯論的過程中，是否能提出具體且可行的方案，才能真正讓人民放心。記者也問及辯論目前的準備進度，陳建仁表示，目前還在準備當中，希望自己的表現能夠越來越好。

尊敬的洪總主教，神父們，各位兄弟姐妹們，平安！
I would like to give special thanks to the archbishop for his invitation and St. Christopher’s Church for their arrangements today. This is a great opportunity for me to attend mass together with my brothers and sisters in Christ.
我要特別感謝主教的邀請以及聖多福天主堂的費心安排，讓我今天有機會能夠跟許多聖多福堂的兄弟姐妹們共同參與這個彌撒。
First I would like to thank the migrant workers all across Taiwan. You’ve traveled great distances to Taiwan leaving behind your homes and families to provide important services for the Taiwanese people. The care you provide to the elderly have given families all across Taiwan with a sense of security and peace of mind. Furthermore without your help numerous Taiwanese industries would cease to operate.
首先，我想感謝所有的國際移工們，你們離開了自己的家人與熟悉的環境，遠道而來，提供台灣人民許多重要的服務。許多台灣的年長者因為有你們的看護，他們的家人們得以安心；若無你們的幫助，台灣有許多的產業便無法經營。
Taiwan at its heart is a multicultural society. Your presence amongst us allows Taiwan to enjoy different cultural influences from our cuisine to our lifestyles. You have enriched our local culture. We recognize your contributions to Taiwanese society and I am filled with gratitude to stand together with you.
台灣本來就匯聚了多元文化，如今，更因著你們居住在我們當中，台灣社會更能感受到不同的飲食文化以及生活方式，也豐富了本地的文化。你們對台灣社會的貢獻有目共睹。今天能夠與你們共聚一堂，我滿懷感謝之情。
I am the running-mate of Dr. Tsai Ing-wen the chairperson of the Democratic Progressive Party in the upcoming presidential elections. As part of our election platform we will examine existing policies for international workers comprehensively. If elected we hope to be able to provide everybody with better working conditions and social safety guarantees.
在這次即將來臨的總統選舉中，我擔任民進黨蔡英文主席的副手，我們會通盤檢視現在的國際移工政策，希望在未來當選以後，能夠帶給大家更好的工作環境以及生活保障。
We understand that these basic assurances are essential to your work here in Taiwan. Issues that people care about include a reasonable amount of leave in order to avoid overwork and a lack of rest. Furthermore we must provide appropriate legal protection against unreasonable treatment verbal abuse and physical exploitation in the workplace.
我們希望大家在台灣工作能享有基本的保障，例如大家一定要有合理的休假，避免一直長時間工作，得不到適當的休息，也要協助大家在工作上不會遭受到不合理對待、語言暴力或是體力上的剝削。
We will continue to push through initiatives to raise the working conditions of household caregivers. At the same time we will work to protect their labor rights by acting decisively on cases of exploitation by employers. We will also provide vocational training courses to improve the professional skills of foreign caregivers.
我們會陸續推動適度地提高外籍看護工的勞動條件，並保障勞動相關權益，也會積極處理、防止外籍看護工遭受剝削的情況。此外，為提高外籍看護工的技能，未來我們會規劃實施職業訓練課程。
I know many of you here among us may be new immigrants. The DPP sees new immigrants as the pride of Taiwan’s multicultural society. Some of the policies we will pursue to make their lives here better include relaxing regulations concerning the accreditation of university degrees. This will strengthen the ability of our new immigrants to find jobs or engage in further study. We will also proactively eliminate discrimination in employment and broaden eligibility for social welfare applications to ensure new immigrants receive fair and reasonable treatment. We will encourage the children of our new immigrants to learn their mothers’ languages. Their linguistic abilities will become a core component of Taiwan’s future competitiveness.
我也知道現場可能有些朋友是新移民。我們民進黨要讓新移民成為台灣多元文化的驕傲，要放寬新移民的學歷承認，讓新移民可以在台灣順利就業或進修。我們也會積極解決就業歧視、放寬社福條件，讓新移民在台灣得到更公平的待遇。我們還要讓新台灣之子學習母親的語言，讓母語成為台灣競爭力的一環。
Finally I would like to wish all of you a merry Christmas. Let us rejoice in the birth of Christ and embrace the hope that He brings. And I would like to wish everybody a very happy new year as well. May each day in the new year be filled with love joy peace and hope. Thank you very much thank you!
